windows just gave agents a way to run desktop apps from the terminal. the windows app development cli v0.3, out september 10, adds winapp run and ui commands with dotnet support for packaged apps.
the gui app stopped being gui-only.
Context
Microsoft's #ifdef Windows blog post of April 22, 2026 on the Windows app development CLI v0.3 says winapp run registers a loose package and launches an app, preserves LocalState and has options such as unregister on exit, and that winapp ui adds UI Automation from the command line, so agents or a script can run, debug, see and interact with a running Windows app. The title adds dotnet run support for packaged apps. It targets apps built with WinUI, WPF, WinForms, C++, Electron, Rust, Tauri, Flutter or Avalonia. Snippets show later releases v0.4.0 on June 24 and v0.5.0 on July 20, 2026.
The v0.3 announcement is dated April 22, 2026, so out September 10 is not matched by the first-party source, and no September 10 item for this CLI was found. The text read does not describe an agent permission model, sandbox or process isolation. This is a developer CLI for scripts and agents and not an OS-level agent feature, so windows gave agents is the author's framing. The gui app stopped being gui-only is the author's take.
