Context

The Burla repository page says it is licensed under the Functional Source License, Version 1.1, with Apache 2.0 Future License, and that each version becomes available under Apache 2.0 two years after its release. A third-party tracker at captnemo.in lists burla-cloud/burla at 0.8.3 as Apache-2.0 dated September 19, 2026.

How it compares

The conversion is per version, so the note's flips its license overstates it, since current versions remain under FSL and only older versions convert. The note names version 0.8.3, which is consistent with a per-version clock, and it makes no project-wide claim.
